Transaction Monitoring
TM-01

Run the rule library over every business day’s transactions

Policy reference

Transaction Monitoring policy, §3.1, §3.2, §4.3

Bank Secrecy Act regulations, anti-money laundering program requirements for banks, 31 CFR 1020.210
Requirement

Every stablecoin transaction is screened in real time by the blockchain analytics platform, and every business day the on-chain alerts and the sponsor bank’s daily fiat transaction report are reviewed against the rule library. Until a fiat monitoring platform is live the fiat review is manual, with the bank’s own monitoring as a backstop. Each day’s run, automated and manual, is written to the monitoring log with the rules run, the population reviewed, and the alerts generated and carried open.

Trigger

Daily

Each business day, on the day’s on-chain alerts and the bank’s fiat report

Action

Pull the day’s on-chain alerts and the bank’s fiat report, score the population against every rule in the library, log the run, and open an alert for each hit.

Evidence
  • Monitoring log entry

Per day: rules run, population reviewed, alerts generated, alerts carried open

  • Alert records

One per hit in the case management system, with the rule and the trigger data
